La Carpa de la dignidad docente estuvo instalada en la Plaza Congreso desde el 2 de abril de 1997 hasta el 30 de diciembre de 1999. La CTERA logró que se instalara como símbolo mediático, sin desdibujar su sentido político ni su signo ideológico, articulando el consenso de múltiples sectores en defensa de la educación pública. Fue una expresión de las nuevas formas de lucha que potenció una de las mejores tradiciones del movimiento sindical: la pelea desde la calle, e hizo crecer el consenso activo y movilizado de los/as trabajadores/as de la educación de todo el país. Este informe contiene los datos estadísticos de ejecución/subejecución y se completa con un sondeo y registro fotográfico acerca del estado de avance de las obras en construcción en diversas provincias.\r\n\r\nEn el año 2016, el Presidente Mauricio Macri anunció el lanzamiento de Plan Nacional “3.000 Jardines de Infantes”, asumiendo el compromiso de construir en los 4 años de su gestión un total de 3.000 instituciones educativas de Nivel Inicial. \r\n\r\nEn el año 2017, el Ministro de Educación Alejandro Finocchiaro, anunció la reconversión del plan, diciendo que en lugar de 3.000 jardines, se construirían 10.000 aulas. Los motivos esgrimidos: falta de previsión para contar con terrenos para la construcción de edificios y para calcular el incremento del “gasto corriente” que implicaría el plan (salarios, equipamiento, mantenimiento, etc.).\r\n\r\nEn el año 2018, el presupuesto educativo ejecutado muestra que este plan y su reconversión son unos de los ítems con mayor subejecución y desfinanciamiento.\r\n\r\nEn el año 2019, se observa que el presupuesto aprobado presenta un fuerte ajuste y la eliminación de gran cantidad de proyectos de construcción de jardines que hasta el 2018 estaban incluidos.\r\n\r\nSi bien la información que brinda el gobierno sobre el estado de avance de las obras es encriptada y ambigua, todos los indicadores disponibles muestran un atraso notable en las obras, acompañado por una fuerte sub-ejecución de las partidas presupuestarias. \r\nEn el cual se muestra que en los dos últimos años, se registró una fuerte caída del salario en comparación con la inflación, la diferencia en perjuicio de los docentes es de 43,6 puntos porcentuales (p.p.) en sólo 19 meses. Para recuperar esta pérdida el Salario Mínimo Docente debería incrementarse un 31% (a $19.640) en julio de 2019 y luego continuar creciendo según la inflación.
\r\nA partir del aumento anunciado para el Salario Mínimo Vital y Móvil, el Salario Mínimo Docente pasaría en octubre a $ 20.250, lo que implicaría un aumento de 49,3% con respecto a diciembre de 2018, cuando algunas consultoras estiman que, de no mediar más subas del dólar (situación muy improbable), la inflación para este año llegaría a 64% (Elypsis).
\r\nEl Salario Mínimo Docente se encuentra muy lejos de cubrir las necesidades mínimas que posee un trabajador/a. En Agosto 2019 la Canasta Básica Total (que marca el umbral de pobreza) era de más de $33.000 ($ 33.013,22) para un Hogar compuesto por 2 adultxs y 2 niñxs.
\r\nEl Salario Mínimo Docente en ningún momento llega a cubrir la Canasta Básica Total. En Dic´18 el salario mínimo equivalía al 53% de la canasta, en Julio 2019 llegó sólo a representar un 47%, llegando a la mitad para Agosto. Los aumentos anunciados para septiembre y octubre tampoco cierran la brecha, lo cual adquiere mayor gravedad cuando se considera que para septiembre y octubre se esperan nuevas subas de la canasta empujadas por la devaluación del peso.
\r\nEn diciembre 2017 un trabajador/a docente que percibía el Salario Mínimo Docente podía acceder a la compra de casi 300 kg de pan y en Julio 2019 sólo 196 kg. Esto es equivalente a una pérdida del -34,4% del poder adquisitivo de las/os trabajadores docentes.
\r\nEn el caso de otro producto esencial como la leche para los niños/as, con el SMDG se pasó de poder comprar 446 litros de leche en diciembre 2017 a cubrir sólo 302 litros en julio 2019, lo que representa una pérdida del -32,3%.
\r\nEl establecimiento (vía el Consejo Nacional del Empleo, la Productividad y el Salario Mínimo, Vital y Móvil) de incrementos nominales, que persistentemente se encuentran por debajo de los niveles de inflación, ha afectado el poder adquisitivo de los salarios significativamente.
